The meeting was scheduled to begin at 8:30 a.m., but Chairman Abernathy noted that a quorum was not present, so no decisions could be made.

It was decided to review those items on the agenda which were informational only and did not require a vote.

Monthly Reports
The monthly reports were reviewed. Dan Schuette asked whether an estimate of costs for those claims "on hold" was available; Ms. Eighmey noted most of those projects involve the planned removal of underground tanks and no information on the extent of contamination at those sites is available, so only an average cost can be assumed.

Loss Experience - USTs
The summary of loss experience at insured UST sites was reviewed. Ms. Eighmey noted that 12 known leaks at 2,750 insured locations is an extremely low loss ratio. She noted that most commercial insurers would not have covered the 77 claims filed at the time of tank removal, without some evidence of a release occurring after the effective date of coverage, nor would the 25 claims resulting from Phase II assessments likely be covered. She noted that some of these latter two groups, and some of the other insured sites, may in fact have had a release while they were insured, but no evidence of such is available.

FY03 Year-End Report from DNR
The year-end report was reviewed. Don McNutt noted some areas of work where the level of activity was below projections and the cost was above projections; John Balkenbush indicated he would look into those details further.

Update on Risk Based Corrective Action
Ms. Eighmey again gave an optimistic report on the progress being made. She noted two recent training sessions had been well-received by consultants/contractors who do work at tank sites. Tom Kolb asked whether owners of properties where cleanups are currently underway will be changing to new rules; Ms. Eighmey referenced a memorandum in the Board notebook prepared jointly by DNR and PSTIF which addresses transition issues. She said in some cases PSTIF may require an owner and his consultant to do a risk assessment, using the new guidance, if it is a more cost-effective way to get the claim closed.

Administrative Issues
Ms. Eighmey distributed a form to those Trustees present on which they could indicate how much information about themselves, such as addresses, phone numbers, etc., they wanted made public. Dan Schuette explained this was part of an overall effort to improve channels of communication with all boards and commissions.

Meeting dates for 2004 were reviewed; no changes were made.

Billings were reviewed.

Peter Price, representing DNR's Geological Survey and Resources Assessment Division, announced a 150-year celebration to be held on October 15 in Rolla, and invited PSTIF Trustees and staff to attend.

Budget Requests
Even though the Board could not approve the requests from various agencies, Chairman Abernathy asked if any of the Trustees present had any questions or comments on them.

The meeting was then adjourned.

If such action is approved a majority vote of a quorum of the Board, the Board of Trustees of the Petroleum Storage Tank Insurance Fund may go into closed session at this meeting to discuss legal, confidential or privileged matters pursuant to Section 610.021, RSMo.
